Does Hinxton need : a parish plan or a neighbourhood Plan?..
One of the challenges for a small parish council representing a small village is just capacity - certainly not capability- but just the logistics of doing stuff. This was the conundrum that Hinxton parish council are pondering and looking for advice on and we discussed at the parish council last night.
Hinxton faces the possible development of an agri-tech site opposite the village, and an expansion of the genome centre run by Wellcome to the south PLUS the challenge of a potential 4,000 houses settlement over the border at Great Chesterford. A Neighbourhood Plan is a large undertaking and requires quite a bit of time and commitment - even a cut-down streamlined version with help from South Cambs District, which has increased its support for villages working on such a plan.
A parish plan may set out what the village aspires to but it doesn't have the statutory weight of a Neighbourhood Plan. I'm asking the district planning team for some advice on this one.
